Aerial firing, fireworks by police in Karachi

As the city bid farewell to 2018, policemen were among those who took part in aerial firing and setting off fireworks to mark the start of the new year.
Despite Karachi police chief’s directives, the law enforcement agency failed to curb incidents of aerial firing in the city on New Year’s Eve.

Sources told Express News that policemen and residents of Dock Police Lines took to the streets outside the area’s police station at midnight to welcome the new year with aerial firing and fireworks.
At least 12 people were injured by stray bullets across the port city.

Air fares may go down as Air Sial set to begin flights

Air travel is expected to become cheap as a new airline is set to begin operations. Prime Minister Imran Khan has assured Air Sial that it will get permission for kicking off domestic operations in Pakistan.

Air Sial Chairman Fazal Jilani, Assistant to Prime Minister on Special Affairs Usman Dar and Federal Minister for Privatisation and Aviation Mian Muhammad Soomro met the prime minister on Friday to discuss the launch of the airline’s operations in the country.

Air Sial, an airline of the Sialkot Chamber of Commerce and Industry, plans to fly on domestic routes initially. However, after a year, it may fly to key destinations in the Middle East using three Airbus A320 aircraft.
The airline had secured aviation licence – Regular Public Transport – from the Civil Aviation Authority (CAA) in October 2017. However, it could not start operations due to some of its own challenges.
Apart from this, tough competition and general slowdown in Pakistan’s aviation industry were also hurdles in the way of starting the new airline.

According to the CAA policy, if a new player is not able to start flying within a year, it has to pay a penalty of Rs100 million. The upper management of Air Sial met with the prime minister to seek relaxation in the fine, said industry officials.

After the premier’s assurance, the airline is expected to get the Air Operation Certificate, which new airlines receive after buying aircraft. According to the CCA, new airlines must have at least three airplanes for beginning domestic operations.

PIA aircraft collides with staircase at Islamabad airport


In yet another incident of inefficiency by the national carrier, a Pakistan International Airlines (PIA) aircraft in Islamabad collided with a passenger staircase while departing for Karachi on Thursday.

PIA’s Flight PK-373 was set to depart for Karachi when the aircraft collided with a passenger staircase while leaving the airport apron, damaging the wing of the aircraft.
According to PIA officials, the wing of the aircraft is being currently repaired and the flight will now depart for Karachi at 1:30 pm. Passengers have been shifted back to the passenger lounge.
Earlier in November, an aircraft of PIA skidded off the runway at the Panjgur airport. Everybody onboard remained unhurt.

A tyre of the plane, flying from Karachi to Panjgur, burst during landing. The pilot of PIA’s flight PK-517, however, remained in control of the aircraft and successfully brought it to a halt near the runway, according to sources.
A video clip, showing passengers disembarking from the aircraft through emergency stairs, went viral on the social media.

Such incidents involving the national flag carrier are not uncommon. In March 2013, tyres of a PIA plane burst while the aircraft made an emergency landing in Quetta. All passengers on board remained unharmed.

Who’s behind the Afghan endgame

The world is still reeling from President Donald Trump’s shock move to withdraw a significant number of troops from Afghanistan. The decision comes within days of the latest round of Afghan peace talks in Abu Dhabi. The direct talks between Taliban representatives and senior American diplomats were brokered by Pakistan at the request of President Trump. The latest push for peace appears to be decisive given the fact that for the first time the Taliban sent their delegation representing both the political and military wings.

The three-day huddle hosted by the UAE in Abu Dhabi was attended by officials from Pakistan and Saudi Arabia also. Although little details were available on what transpired in those talks, US special envoy for Pakistan and Afghanistan Zalmay Khalilzad, who led the US side, described the engagement as productive. A statement issued by the UAE government gave more insight into the closed-door negotiations. “The three-day Afghan reconciliation conference fructified in tangible results that are positive for all parties concerned,” it said. According to the statement, another round of talks would be held in Abu Dhabi to complete the Afghanistan reconciliation process.
This means that a tangible progress was made at the Abu Dhabi parleys. Some reports claimed the US pushed for a six-month ceasefire even though the Taliban insisted that the talks focused only on the withdrawal of US troops from Afghanistan. The fact that the Trump administration now has decided to pull at least half of its 14,000 troops from Afghanistan suggested that the US is inching closer to accepting the Taliban’s main demand. But many would perceive the Trump’s move as finally conceding defeat in Afghanistan since the Taliban have not yet offered any concession in return. Nevertheless, talks are still underway and the US would certainly not leave Afghanistan without a face saving. But will the US get the ‘honourable exit’? And if it will which are the players the US must look up to? The answer is straight forward, Pakistan, Saudi Arabia and the UAE. These were the only three countries which recognised the Taliban regime in Afghanistan and hence still enjoy considerable influence over the insurgents.
But according to the US, the main player remains Pakistan. The US administrations have tried everything ranging from offering financial assistance to imposing sanctions but nothing has worked till now. Since the arrival of Trump at White House, relationship between Pakistan and the US deteriorated to the extent where few expected a revival.
But then one letter apparently changed the course. On December 3, Prime Minister Imran Khan revealed that Trump wrote to him, seeking Pakistan’s help for a negotiated settlement. Within days of the letter, Pakistan arranged talks between the US and the Afghan Taliban. So how did Pakistan and the US come on the same page when not long ago Trump and Imran had a war of words on Twitter? Well, the US has changed tack and used its Arab allies—Saudi Arabia and the UAE—to win Pakistan’s support.
When Imran took charge in August, Pakistan was facing potential danger of defaulting on external liabilities. The PM rushed to Saudi Arabia and the UAE for help. Both countries agreed to bail out Imran’s government. Questions were asked under what conditions Saudi Arabia and the UAE extended a $9 billion package for Pakistan. Many thought Riyadh wanted Pakistan’s active role in Yemen. Very few had an idea that it was not Yemen but Saudi Arabia that persuaded Pakistan to help the US for decisive talks with the Taliban. Therefore, it is not a mere coincidence that on the heels of Afghan peace talks, the UAE has also lent a helping hand with a ‘generous support’ of $3 billion dollar for Pakistan.

Turkey says it will take over fight against Islamic State after US pull-out

Turkey will take over the fight against Islamic State militants in Syria as the United States withdraws its troops, President Tayyip Erdogan said on Friday, in the latest upheaval wrought by Washington’s abrupt policy shift.
The surprise announcement by US President Donald Trump this week that he would withdraw roughly 2,000 troops has felled a pillar of American policy in the Middle East. Critics say Trump’s decision will make it harder to find a diplomatic solution to Syria’s seven-year-old conflict.
For Turkey, the step removes a source of friction with the United States. Erdogan has long castigated his NATO ally over its support for Syrian Kurdish YPG fighters against Islamic State. Turkey considers the YPG a terrorist group and an offshoot of the armed Kurdistan Workers’ Party (PKK), fighting for Kurdish autonomy across the border on Turkish soil.

Apple risks iPhone ban in Germany after court case loss

A German court on Thursday found in favour of US chipmaker Qualcomm in a patent dispute case against Apple, which could lead to a ban on sales of iPhones in Germany.

“The ruling effectively outlaws the offering and placing on the market of the finished product in Germany, including the sale. The iPhones 7plus, 7, 8, 8plus and X are affected,” said the regional court in Munich in a statement.

Given that Apple can appeal the initial ruling, the court said the injunction banning sales of affected iPhones could only be imposed immediately if Qualcomm laid down a security deposit amounting to 668.4 million euros ($765 million).
The court said it had sought the large sum as that could be the amount awarded to Apple in terms of revenue losses if the iPhone maker manages to get the Munich ruling overturned by a higher court.

Thursday’s ruling marks a second major win for Qualcomm in a month after a court in China on December 10 ordered a prohibition on iPhone sales over a separate patent dispute there.

Qualcomm says Apple violating Chinese court order

The two Californian tech giants have been locked in a long-running battle over patents and royalties that has played out in courts and administrative bodies worldwide.

At the heart of the dispute in the German case are chips made by one of Apple’s suppliers used in iPhones, with both parties at loggerheads on how the chips actually work, said the court.

Among the functions of the chip is the conservation of battery power.

The court said it had to go with Qualcomm’s explanation of how the chip worked as Apple would not give details on its functioning, citing the industrial secrecy interests of its supplier.

“If the defence can only be carried out when one reveals a secret,” then one must either do so, “or one can keep the secret and then possibly lose the case, as has happened today,” said the judge Matthias Zigann, according to remarks carried by national news agency DPA.

Apple expected to unveil new iPhone models on September 12

Earlier in December, a China court also ruled in favour of Qualcomm in a dispute based on patents which enable consumers to adjust and reformat the size and appearance of photographs, and to manage applications using a touchscreen.

The two cases are an extension of a wider battle between the two IT giants.

Apple has claimed that Qualcomm is abusing its market power over certain mobile chipsets in order to demand unfair royalties, joining a string of antitrust actions against the chipmaker.

Qualcomm has countersued Apple and earlier this year escalated its legal fight, claiming the iPhone maker stole trade secrets and shared them with mobile chip rival Intel.

According to Qualcomm’s US lawsuit, Apple’s goal was to buy mobile chips from Intel instead of depending on Qualcomm.

Qualcomm itself is meanwhile facing antitrust probes in South Korea, the European Union and the United States over its dominant position.

Qualcomm in 2015 agreed to pay $975 million to settle antitrust charges in China.

ADB backs away from financing CPEC projects

The Asian Development Bank (ADB) said on Wednesday that it would not finance the China-Pakistan Economic Corridor (CPEC) projects and also linked its budgetary support to Islamabad with good economic health certificate from the International Monetary Fund (IMF).

The ADB is an international financial institution and cannot become part of any bilateral initiative like the CPEC, said ADB Strategy, Policy and Review Department Director General Tomoyuki Kimura while speaking to journalists. Kimura was on a two-day visit to Pakistan. The ADB Country Director Xiaohong Yang was also present at the press conference.

The DG maintained that the ADB was ready to support regional initiatives like the Belt and Road Initiative (BRI), also brainchild of the Chinese president. He stated that if the ADB found common objectives in any regional project including the BRI, it would readily finance such schemes.
The ADB is dominated by Japan and the United States, while China also has some influence.

Nonetheless, Yang maintained that there were common objectives between CPEC and Central Asia Regional Economic Cooperation (CAREC). She pointed out that it was high time to link economic corridors and other regional initiatives. Yang is a Chinese national. Yang further advised Pakistan to be watchful in handling the mega mainline-I project of the CPEC, which has an estimated cost of $8.2 billion.

“The ML-I is a very expensive mega project and the government needs to explore all possible ways to make sure that the project is financially sustainable,” said the country director. “ADB is aiding Pakistan in reviving the Pakistan Railways.”

To a question, Yang replied that the ADB was ready to provide policy loans to Pakistan but it needed the IMF assessment letter to dispatch these loans.

The ADB and the World Bank suspended Pakistan’s budgetary support due to deterioration in macroeconomic conditions. Yang shared that all the donors came together on the issue of economic stabilization policies that are to be implemented by Pakistan and it was not only about the IMF.

The DG informed that the government has broad based commitment to structural reforms and the ADB would support these reforms through policy lending.

For the next three years, the Manila-based lender has proposed to provide $2.4 billion or 32% of the total loans for budgetary support to Pakistan. The DG backed the Pakistan Tehreek-e-Insaf (PTI) government’s stance on the privatization of loss-making power distribution companies. Long time ago, the donors pushed the privatization policies but the ADB is now taking a different approach on this issue, said Kimura.

Sometimes privatization might be good but often it is very difficult to privatize loss-making enterprises due to their financial conditions, stressed the DG policy.

The country director said that the ADB was adopting a bottom-up approach on privatization of loss-making enterprises. She added that the power distribution companies have to be financially viable before these can be privatized.

She further highlighted that the ADB was working on an integrated energy policy to address Pakistan’s energy sector problems. A timeline is also being developed to address the issue of circular debt in the power sector.

Moving further, Kimura briefed about the ADB’s long-term strategic framework, the Strategy 2030, introduced in July. He said that the new strategy has been developed in light of evolving economic conditions in Asia and the Pacific region.

The strategy 2030 enables ADB to respond better to Pakistan’s transforming development needs, he added. The DG told the participants that ADB shared Pakistan’s vision to accelerate sustainable and inclusive economic growth by promoting innovative technologies and delivering development solutions through a mix of public and private sector operations.

“ADB supports Pakistan’s agenda of diversifying exports to revitalize the economy and generate jobs,” he emphasized. “The country needs to continue to improve key infrastructure, energy supply, domestic resource mobilization and the cost of doing business to ensure higher levels of competitiveness and productivity, and to link up with the global production networks and value chains.”

He encouraged Pakistan to resolve structural impediments to economic development through reforms that revive and diversify exports for job creation. “Pakistan needs to improve skills and labor market efficiency, enhance financial inclusion and deepening, and promote greater infrastructure, investment, private sector, foreign direct investment, and trade integration,” he quoted.

Under Strategy 2030, the ADB will focus on seven operational priorities aimed at addressing remaining poverty and reducing inequalities. The other pillars are accelerating progress in gender equality, tackling climate change, building climate and disaster resilience and enhancing environmental sustainability, making cities more livable, promoting rural development and food security.

Strengthening governance and institutional capacity and fostering regional cooperation and integration are also pillars of the new strategy.

Nawaz Sharif seeking 'NRO' for Maryam

Federal Minister for Railways Sheikh Rashid Ahmed has claimed that Pakistan Muslim League-Nawaz (PML-N) supremo Nawaz Sharif has asked the ruling PTI government for a National Reconciliation Ordinance (NRO) for his daughter Maryam Nawaz, Express News reported.

While talking to media in Rawalpindi on Tuesday, he said that those who have plundered the nation with their corruption are now being shown respect.

Rashid, who is also chief of Awami Muslim League (AML), hit out at Pakistan Peoples Party (PPP) c0-chairman and former president Asif Ali Zardari, saying that he has ruined the future generations of the Bhutto family too.
“It is unfortunate that the thugs have not been taken to task,” he said, taking a jibe at opposition parties.

The railways minister went on to say that people are suffering from a dearth of electricity and gas.

The AML chief added that unemployment is rampant in the country. “At least 80 per cent of the inmates in jails are innocent while others roam free.”

He also said that leaders of opposition parties, who have National Accountability Bureau (NAB) references against them, are now looking for a way out.

SHC orders private schools to submit revised challans after fee cut


The Sindh High Court (SHC) has directed private schools to submit implementation reports to the court orders that restrained them from increasing their fees in excess of 5%. The report should also include the revised fee challans, reflecting the new fee structure after the reduction in the tuition fee.

A three-member bench, comprising Justice Aqeel Abbasi, Justice Muhammad Ali Mazhar and Justice Ashraf Jahan, heard the contempt petition against the non-implementation of court orders regarding the unchecked increments in tuition fees.
The petitioner’s counsel maintained that the court had earlier restrained the private schools from collecting fees in excess of the last notified fee structure before September 20, 2017, and also to reimburse any additional amount they may have charged since then.
SC ruling
On December 13, the Supreme Court had heard a plea against the high court’s ruling, following which the SC had ordered private schools to reduce their fees by 20%.
The counsel for the schools told the SHC that it remained unclear whether the SC’s order would be in effect from the day it was announced.
The SHC, in its remarks, said that the SC’s order was 40 pages long and the point of it being unclear was unjustified. The court added that the orders arising from the contempt of court proceedings were not being acted upon.
The schools’ counsel was given all instructions in a written form so that the order remained clear, the court remarked, adding that this was a clear petition for contempt of court. The court warned that if the school owners failed to act upon the orders, the court may indict them.
The SHC bench directed the schools’ counsel to submit a written response, detailing the steps taken for the implementation of court orders before the next hearing. The parents’ counsel maintained that the Sindh government had submitted incorrect information to the court.
The court asked the petitioner’s counsel to submit a statement, highlighting the incorrect information provided by the Sindh government. Besides, the school owners were also ordered to inform the court about the steps taken for the implementation of its orders, dated September 20, 2017.
Next steps
In a dialogue with the private schools’ counsel, the court remarked that its order was not annulled by the Supreme Court, which is what the private school owners had been hoping for when they filed the review petition, but that they were still giving the school owners a chance.
Justice Aqeel Abbasi, in his remarks, said, “You are not cooperating with the court even though you have been shown leniency several times.” He added that the court had ordered the schools’ managements to submit revised fee challans.
“You must now give the documents in black and white so we can also order the parents to submit the fees,” he said. “You have modern systems and top auditors but still you are not able to prepare the documents. Now we do not want just papers but also an affidavit,” Justice Abbasi ordered.
He added that until the SC released its orders, the schools must comply with the high court’s petty order. “Write whatever the amount comes after 5 percent decrease and submit it to us,” he told the schools’ counsel. The hearing on the contempt petition was adjourned until December 20.

Daihatsu successfully sold 500,000 Moves during its first three years of production. The Move is built upon the chassis of the Daihatsu Cuore but with a taller body.

Daihatsu Move Latte.
A cosmetic variation of the Daihatsu Move with a target market of women in their late twenties and early thirties who frequent cafes[4] and is related to the Daihatsu Mira Gino, another kei car with distinctive retro styling which is based on the Daihatsu Mira. The name Latte means “milk” in Italian.
The Move Latte was launched on August 23, 2004. On June 2, 2005, Daihatsu launched a two sporty versions of the Move Latte, the Cool and Cool Turbo. Then, on June 4, 2007, two facelifted versions of both the Move Latte and the Move Latte Cool were launched. The Move Latte was discontinued in March 2009.

Another cosmetic variation of the Move geared at a more stylish look launch in August 2008. Having a similar appearance to the Scion xB, it is considerably smaller as it is a kei car. It produces 58 brake horsepower (43 kW) in the standard model and 64 brake horsepower (48 kW) in the turbocharged model[5] It also available with Custom model. In September 2011, a Toyota version of the Daihatsu Move Conte, the Pixis Space, was debuted. The Move Conte, along with the Pixis Space, was discontinued in March 2017. Ashfaq Hussain Shah elected new Pakistan Football Federation president

District Football Association (DFA) Peshawar president Ashfaq Hussain Shah was elected as the new President of the Pakistan Football Federation (PFF), replacing the long-standing Faisal Saleh Hayat on Wednesday.

Shah, who is a mechanical engineer by profession, received 17 votes out of a total of 20, according to a source.
Also, Sardar Naveed Haider (18 votes), Amir Dogar (20) and Zahir Ali Shah (18) were elected as Vice-Presidents.
The elections for multiple posts in the PFF were held after the order he Supreme Court 
The world body also warned of a suspension since the elections will be against FIFA statutes.
However, Shah was quoted by the APP, while addressing a gathering few days before the elections, that if they win, they will convince FIFA that elections were necessary under SC’s supervision.
Women’s seats 
Farzana Rauf, Javeria Zafar and Tasawwur Aziz won the elections for the three women’s seats in the PFF.
Returning officer Aamir Saleem Rana announced that Rauf and Zafar received 16 votes each, while Aziz received 14 votes in her favour.
